The Sungate Design Group Team

Mr. Henry Wells, PE, PLS, CPESC (Principal) has over 30 years of experience with hydraulic engineering-related projects. He is a former employee of the NCDOT Hydraulics Unit and was Chief Engineer with Wake County for 8 years.  He has been with firms awarded the NCDOT Open End Hydraulics Contract since it was first offered in the late 1980's. He has also acted as a hydraulics consultant on numerous roadway projects over the past several years, including several large design-build projects. Mr. Wells has extensive experience working with FEMA and has completed more than 100 floodway modifications for a variety of clients. He continues to assume "hands on" responsibility for project work related to hydraulic engineering.

Mr. Charles Musser, RLA (Principal) has worked as a Hydraulics and Environmental consultant on roadway and planning projects over the past three decades. He has over 30 years of experience in landscape architecture and hydraulic design. Mr. Musser is a member of the ASTM E50 Environmental Assessment Committee and a former member of the Technical Advisory Committee for the N.C. Sedimentation Control Commission. He is certified as both a Level I and Level II NCDOT Erosion and Sediment Control/Stormwater Site Manager and Inspector and is certified as a Level III-A and III-B Designer of Erosion and Sediment Control Plans. He has extensive experience in wetland delineation and permitting. His experience also includes the field data gathering, design, permitting and construction management for storm water quality measures, constructed wetlands and projects using natural channel design concepts. Stormwater BMP Inspector and BMP Plan Reviewer Certifications are also held, as well as NC Stream and Surface Water Identification Training Certification. He has recently completed the design, permitting and construction management of Yates Mill County Park and the American Tobacco Trail for Wake County.

Mr. Will Hines, PE worked with the NCDOT Hydraulics Unit for six years prior to joining Sungate in 1996. He spent the last three of those years with the Hydraulics Consultant Coordination Group reviewing other consultants’ Hydraulic Analysis and Drainage Plans. Since joining Sungate, he has designed numerous projects under the NCDOT’s Open End Hydraulics Contract and as a sub-consultant on many NCDOT Roadway Projects. Mr. Hines also performs development plan review, consultation, and inspection for the Town of Carrboro. This task involves reviewing private and public development plans with adherence to the Town of Carrboro Land Use Ordinance, especially as it pertains to water quality and quantity, while ensuring generally accepted engineering practices. Mr. Hines is well versed in the operation of hydrologic and hydraulic models such as HEC-1, HEC-2, HEC-HMS, HEC-RAS, and HydroCAD. He has also completed several urban basin studies and Floodway Modifications (CLOMR applications).

Mr. Josh Dalton, PE, CPESC has twelve years of experience, originating at Sungate in 1996. His experience includes the hydraulic design of numerous NCDOT projects. Mr. Dalton has completed the design and permitting for stormwater quantity and quality measures. Mr. Dalton has extensive experience preparing environmental permits including permits through NCDENR’s Express Permit Program. He is also certified as a Level III-A and III-B NCDOT Designer of Erosion and Sediment Control Plans.  He has completed the hydraulic design, erosion and sediment control design, and environmental permits for multiple Design-Build projects.  He has recently completed designs for the Martin Luther King Connector Design-Build project (U-3412A), the US 601 Design-Build Project (R-2616), and the Washington Bypass Design-Build project (R-2510B).

Mr. Bill Hamilton, RLA has 15 years experience in site planning, landscape design, bioengineering, sustainable site design, construction documentation and administration, planting design and installation utilizing ornamental and native plant species. Mr. Hamilton is a graduate of NC State’s College of Design whose professional experience also includes field data gathering, design, permitting and construction management for stormwater quality measures, constructed wetlands and natural channel restoration projects.  Past projects he has been associated with are the Wake County North Regional Library, the American Tobacco Trail, Five County Stadium and the Yates Mill County Park in Wake County. His experience also includes site design, native landscape design and the permitting and construction of BMP’s for the Wildlife Resources Commission Headquarters and Education Center, Centennial Campus Office in Raleigh. Currently, he is involved in the site design for the Cary Community Arts Center in Cary, NC.

Mr. Frank Fleming, PE has performed hydraulic design work on numerous NCDOT, private and public sector projects. He joined Sungate in September 1997 after six years with the NCDOT's Hydraulics Unit. His experience includes the field data gathering, design, permitting and construction management for both storm water quality measures and natural channel restoration projects. Mr. Fleming has extensive experience in preparing environmental permits.

Mr. Richard Kohrman has worked in Hydraulic Engineering for over 20 years as a field technician and survey coordinator. Mr. Kohrman has worked on numerous NCDOT and private Hydraulics projects. His experience includes the field data gathering, survey control and construction inspection for storm water quality measures. He has coordinated the field survey and data coordinate geometry control for all of the projects designed by SDG.

Mr. Jason Harvey has been Sungate’s CAD technician/manager since April 2001.  He has extensive experience with AutoCAD, Microstation, GEOPAK and ArcGIS.  Mr. Harvey has created construction plans from survey data on numerous projects and is proficient with NCDOT CAD standards.  Mr. Harvey has also established CAD standards for all projects associated with Sungate Design Group.

Mr. Brian Elam, EIT began working with Sungate as an intern in 2004 and became a full time employee after graduating from NC State University in May 2007. During his time with Sungate, Brian has gained experience in surveying, HEC-RAS, Microstation, GEOPAK, and AutoCAD. Brian has also gained experience with hydraulic design of drainage systems, bridges, and culverts.

Ms. Karen Weathers has been the Administrative Manager for Sungate since 1997. Ms. Weathers professional experience includes more than 25 years of diverse administrative experience in varied work environments. Her responsibilities with Sungate include providing administrative and secretarial support to employees and clients, managing accounts receivable, accounts payable, payroll, monthly financial reports and other bookkeeping duties. Responsibilities also include implementing and managing both the project tracking and fee reimbursement system for projects under contract with the Town of Carrboro and NCDOT, and the central filing system for Sungate. Ms. Weathers is a Certified Notary Public and a member of the National Notary Association.

Mr. Zachary Gates, an undergraduate in Civil Engineering at NCSU, began working with Sungate as a CAD and Survey Technician in April of 2008.
