Meet The Team

Josh Dalton

Mr. Josh Dalton, PE, CPESC (President) joined Sungate in 1996 and became an owner in 2011. His experience includes the design of Federal, NCDOT, municipal, and private projects. Projects completed for NCDOT include Sediment and Erosion Control, Bridge, Rail, Rural and Urban, and Drainage Investigation projects under Design-Bid-Build as well as Design-Build contracts. He has been retained by NCDOT to provide independent third-party evaluations and expert witness services related to drainage complaints involving NCDOT projects. He has completed the hydrologic and hydraulic design, permitting, and inspections for Stormwater Control Measures. He is past member of the Board of Directors for ACEC/NC and has also served as Chair of several Subcommittees.

Brian Elam

Mr. Brian Elam, PE (Vice President) joined Sungate in 2004. As an engineer for Sungate, he has been responsible for hydrologic analysis and hydraulic design of Rural, Urban, Rail, and Bridge projects, many of which required FEMA coordination. Brian has also completed numerous Erosion Control designs and has extensive experience in the preparation of environmental permits. He has experience with Federal, NCDOT, municipal and private sector projects under Design-Bid-Build as well as Design-Build contracts. He is also proficient in operating hydrologic and hydraulic modeling software and has prepared and assisted with multiple flood studies for municipal clients and NCDOT.

Randy Howard

Mr. Randy Howard, PE, PLS (Vice President) joined Sungate in 2012. Prior to joining Sungate, Mr. Howard worked for 8 years as a Professional Land Surveyor performing boundary and subdivision surveys, and preparing roadway, drainage, and erosion control design for subdivision plans. As an engineer for Sungate he has been responsible for the hydraulic and hydrologic design for many rural and urban roadway and bridge projects. He has also been responsible for municipal projects including sidewalk, paving, drainage, roadway, and erosion control design, and permitting.

Mr. Will Hines, PE joined Sungate in 1996. Prior to joining Sungate, he worked with the NCDOT Hydraulics Unit for six years. As an engineer for Sungate, he is responsible for the hydrologic and hydraulic design of rural, urban and bridge projects for NCDOT. Will also performs development review, consultation and site construction inspections for the Town of Carrboro. These tasks involve reviewing private and public development plans to determine adherence to town ordinances, especially as they pertain to water quantity and quality. Will is well versed in the operation of hydrologic and hydraulic modeling software. He has prepared several urban basin flood studies for the Town of Holly Springs and provided Floodway Modifications for the City of Raleigh as part of the Lower Neuse Greenway project.

Jason Harvey

Mr. Jason Harvey has been the CAD Manager since joining Sungate in 2001. He has extensive experience with AutoCAD, Microstation, GEOPAK and ArcGIS. Mr. Harvey has created construction plans from survey data on numerous projects and is proficient with NCDOT CAD standards. Mr. Harvey has also established the CAD standards that are applied to all Sungate project drawings.

Mr. Matt Edwards, PE joined Sungate in 2017 and has experience in hydraulic design, hydrologic modeling, surveying, and sediment and erosion control design. Matt has completed designs for several NCDOT bridge and roadway projects. He has also extensive experience in developing erosion and sediment control plans for both NCDOT and municipal projects. He has completed the hydraulic design for several bridge replacement projects using HEC-RAS to analyze impacts to streams within FEMA study areas.

Mr. Jake Stanovich joined Sungate in 2017 and has acquired practical experience in hydraulic design. He has assisted with several NCDOT roadway projects, including Complete 540 and I-95 Interchange Improvements, through designing drainage networks, cross pipes, box culverts, and bridges. Jake has experience with HEC-RAS and has completed river and stream analysis for NCDOT within FEMA study areas.

Mr. Alex Wysocki, EI joined Sungate in 2022 and has gained valuable experience in hydraulic design, surveying, and sediment and erosion control design. Alex has assisted with designs for several NCDOT bridge and roadway projects. He has completed the hydraulic design for several bridge replacement projects using HEC-RAS to analyze impacts to streams within FEMA study areas.

Karen Weathers

Ms. Karen Weathers has been the Administrative Manager since joining Sungate in 1997. Her responsibilities with Sungate include providing administrative and secretarial support to employees and clients, managing accounts receivable, accounts payable, payroll, monthly financial reports and other bookkeeping duties. Her responsibilities also include managing the project tracking, fee reimbursement, and document control for projects under contract with various clients.
